The guide is described as follows: This guide is aimed at supporting local authorities and other organisations with the task of determining ordinary residence and applying the concepts of ordinary residence. It applies to all adults whose care is commissioned in an area that is different from where they hold ordinary residence, including those whose services are governed by the Mental Health Act.
