Aims

The course provides an introduction to the role of Social Supervisor of conditionally discharged patients. It will also assist line managers who are supporting Social Supervisors. Following completion of the two day course, and some follow-up reading, participants will be sufficiently familiar with the requirements of the role as set out by HMPPS Mental Health Casework Section (MHCS) to act as Social Supervisors with confidence and authority.

Learning outcomes

By the end of the course participants will:

  • understand s37/41 Mental Health Act and references in the MHA Code of Practice to restricted patients
  • have a detailed knowledge of the Mental Health Casework Section and related guidance which is essential to undertake the role of Social Supervisor
  • understand the practical processes involved in the discharge, Mental Health Tribunal review and the recall of conditionally discharged patients
  • be able to set out how they approach the social supervision task and demonstrate suitable professional curiosity
  • have considered academic research about the perspective of those subject to supervision and recall
  • have considered the implications of inquiries, particularly regarding MDT roles, interagency communication,  carer engagement, collaborative care planning and risk management

Programme

The day will include the following key topics:

Day 1

  • Introduction, content of course and experience in the room
  • S37/41 MHA and Conditional Discharge – the legal framework post the Vowles case
  • Orientation to the role of Social Supervisor – the Boundary Seesaw Model, “See Think Act”, Professional Curiosity and Social Supervision
  • Mental Health Casework Section website and additional key resources (Working with people in the criminal justice system showing personality difficulties, Secure Carers Toolkit, Home Office Sex Offender Guidance, Hundred Families website)
  • Mental Health Casework Section Guidance for Social Supervisors (2009), especially                         
    • The purpose of supervision
    • Preparing for supervision and liaison with the discharging hospital
    • Explaining the expectations
    • Victims
    • MAPPA
    • Recall processes

        

  • Multi-disciplinary Team Work and Social Supervision
  • Who does what? – Social Supervisor, CPA Care Co-ordinator etc.
  • Mutual expectations – Social Supervisor, Line Manager, Senior Management
  • Patient experience of Social Supervision

Day 2

  • Review of Day 1 and Q&A
  • 3 page key messages for Social Supervisors
  • Statistics about restricted patients
  • Substance use and Social Supervision
  • Quarterly reports to Mental Health Casework Section about conditionally discharged patients
  • Mental Health Tribunal reports about S37/41 and conditionally discharged patients
  • Learning from homicides involving conditionally discharged patients
  • Case law and Social Supervision, with a focus on the CD and DoLS interface
  • Personal safety of Social Supervisors
  • Resources for Social Supervisors
  • “Do’s and Don’ts” for Social Supervisors
  • Evaluation

The course will be delivered by David Cochrane

David Cochrane has been Head of the Forensic Mental Health Social Work Service covering Broadmoor Hospital and West London Forensic Service since 2003. David has a particular interest in the Social Supervision of Conditionally Discharged patients and has delivered many one day and two day training courses on this topic across England and Wales. He has adapted the course for virtual delivery. David has a Twitter presence - @dlgcochrane
