About the Event

Aims

To provide hospital and care home staff with the skills and knowledge needed to effectively complete DoLS applications using Form 1.  The course considers the necessary tools to ensure effective compliance with the legislation and Codes of Practice.

 

Learning objectives

  • Know how to identify deprivation of liberty

  • Know how to complete the DoLS Form 1

  • Understand the specific responsibilities of the Managing Authority under DoLS

  • The Cheshire West Judgment – ‘Acid test’

  • What is Complete Supervision and Control? What is Freedom to Leave?

  • DoLS – key terminology

  • Completing Form 1

    • Page 1: Type of request, Personal data to include, Communication requirements, Medical details (mental disorder), Identifying correct Supervisory Body (Ordinary Residence)

    • Page 2: Purpose of the standard authorisation – care and treatment, capacity to consent

    • Page 2: Purpose of the standard authorisation – restrictions (Guzzardi)

    • Page 3: Contact details for interested persons (IPs)

    • Page 4: IMCA, No Refusals, Eligibility (MCA/MHA interface), informing IPs

    • Page 5: Equality monitoring

    • Page 6: Urgent authorisation – calculating dates

    • Page 7: Urgent authorisation extension request

  • DoLS process after request submission

  • Duty to inform RP of rights, CQC notifications, Compliance with conditions

  • Requesting renewal (Form 2)

  • DoL in other settings/not for accommodation - Court of Protection s16 welfare


The course will be delivered by Emma Ekwegh 

With a degree in Maths and Operational Research, Emma taught secondary school Maths for 4years both in the UK and overseas, gaining her PGCE in 2004.

 

Emma first started working in the Health and Adult Social Care sector in 2005, as a Project Manager for a Social Work Post-Qualifying Education & Training Consortium and various independent organisations specialising in providing consultation and development services within the sector.  Emma became part of the DoLS implementation project in a London local authority in October 2008.  Emma has managed that council’s DoLS Service since the enactment of the DoLS in April 2009 and is currently employed as their Liberty Protection Quality Manager.

 

Emma enjoys making the MCA and its DoLS accessible to all, providing advice and guidance for social care staff and managers, Best Interests Assessors, care home managers and the friends or family of those under DoLS authorisations.
